What Is an IS 14489 Safety Audit?

IS 14489:2018 is an Indian Standard that establishes objectives, criteria and practices for planning, conducting and documenting occupational health and safety audits. It provides a framework for evaluating workplace safety systems and identifying opportunities for improvement.

An IS 14489 safety audit examines documented procedures as well as their implementation in the workplace. It can help management understand whether safety policies, operational controls, training arrangements and monitoring practices are functioning as intended.

The audit scope should be defined according to the facility’s operations, hazards, applicable legal requirements and the objectives agreed with the client.

Scope of an IS 14489 Occupational Health and Safety Audit

Industrial safety auditor examining machinery and workplace safety controls

The scope of an IS 14489 occupational health and safety audit is defined according to the facility’s operations, workplace hazards, safety management arrangements and audit objectives. In line with IS 14489:2018, the assessment examines the implementation and effectiveness of occupational health and safety systems, identifies areas requiring improvement and evaluates the measures used to control workplace hazards.

Depending on the agreed scope, the audit may cover:

  1. Safety Management System: Safety policy, organizational responsibilities, procedures, objectives and management oversight.

  2. Hazard Identification and Risk Assessment: Identification of workplace hazards, risk evaluation and implementation of preventive and protective controls.

  3. Plant, Machinery and Workplace Safety: Equipment safeguards, workplace conditions, housekeeping, access routes and safe operating practices.

  4. Operational Safety Controls: Permit-to-work systems, isolation procedures, contractor safety and controls for high-risk activities.

  5. Occupational Health and PPE: Personal protective equipment, worker awareness, occupational health risk controls and relevant exposure-management practices.

  6. Emergency Preparedness: Emergency procedures, evacuation arrangements, response responsibilities and relevant preparedness activities.

  7. Training and Competency: Safety induction, job-specific training, competency records and employee awareness.

  8. Incident Reporting and Investigation: Incident and near-miss records, investigation practices and corrective action tracking.

  9. Documentation and Legal Requirements: Review of relevant safety records, applicable requirements and the organization’s procedures for monitoring compliance.

  10. Performance Monitoring and Continual Improvement: Safety inspections, audit findings, corrective actions and follow-up arrangements.

The final audit checklist is developed to reflect the applicable audit criteria, facility-specific hazards and the activities included in the agreed scope. An IS 14489 audit is not a substitute for specialist engineering inspections, testing or other statutory assessments that may be separately required

Our IS 14489 Safety Audit Methodology

INDSAFE follows a structured audit approach designed to connect documented safety arrangements with their implementation in the workplace.

Step 1: Audit Planning and Scope Definition

We establish the audit objectives, facility boundaries, applicable criteria, operational areas to be reviewed and information required before the assessment.

Step 2: Document and Record Review

Relevant safety policies, risk assessments, operating procedures, training records, inspection reports, incident records and other available documents are reviewed.

Step 3: Site Inspection and Personnel Interaction

The audit involves workplace observations and discussions with relevant management representatives, supervisors and personnel to understand how safety arrangements are implemented in practice.

Step 4: Evaluation of Findings

Available evidence is evaluated against the defined audit criteria. Findings are documented clearly, with attention to gaps in implementation, potential risks and opportunities for improvement.

Step 5: Audit Reporting and Corrective Action Recommendations

The audit report presents the findings, supporting observations and recommendations for corrective action. Where agreed, findings can be prioritized to help management plan improvements and monitor closure.

Deliverables of an IS 14489 Safety Audit

Depending on the agreed scope, the deliverables may include:

  1. Occupational health and safety audit report

  2. Documented audit findings and observations

  3. Identified gaps against the defined audit criteria

  4. Recommendations for corrective and preventive actions

  5. Prioritized action points to support improvement planning

  6. Closing discussion with relevant client representatives

The report is intended to support informed decision-making and improvement of workplace safety arrangements. Implementation and closure of corrective actions remain the responsibility of the organization unless otherwise agreed.

IS 14489 Audits and Regulatory Compliance

An IS 14489 audit can support an organization’s evaluation of its occupational health and safety arrangements. However, an audit against IS 14489 does not automatically establish compliance with every applicable law, rule or licence condition.

Depending on the facility, additional requirements may arise under applicable occupational safety legislation, state factory rules, hazardous chemical regulations and other relevant requirements.

Where applicable, organizations may also need to consider requirements or directions involving the relevant state Directorate of Industrial Safety and Health (DISH) or Chief Inspector of Factories. For certain hazardous chemical facilities, specific safety-audit requirements may apply under the MSIHC framework and associated guidance.

The applicable obligations, required auditor qualifications and any accreditation or approval conditions should be verified for the particular facility and audit. INDSAFE’s scope and deliverables should be confirmed against those requirements before engagement.

Frequently Asked Questions

What is IS 14489:2018?

IS 14489:2018 is the Indian Standard titled Occupational Health and Safety Audit — Code of Practice. It provides guidance on audit objectives, criteria, planning, conduct and documentation.

Is an IS 14489 safety audit mandatory for every factory?

Not necessarily. The requirement depends on the applicable legislation, rules, regulatory directions, facility classification and specific circumstances. Some facilities may have particular safety-audit obligations. Organizations should verify the requirements applicable to their site.

What is covered in an IS 14489 audit?

The scope may include safety management systems, hazard identification, workplace conditions, equipment safety, operational controls, training, emergency preparedness, incident management and safety documentation. The final scope depends on the agreed audit criteria and facility-specific requirements.

What is the difference between an IS 14489 audit and an MSIHC audit?

An IS 14489 audit evaluates occupational health and safety arrangements against the applicable audit criteria. An MSIHC-related safety audit focuses on requirements relevant to hazardous chemicals under the Manufacture, Storage and Import of Hazardous Chemical Rules, 1989, where applicable. The scopes may overlap, but the two should not automatically be treated as interchangeable.

Are DISH audits and IS 14489 audits the same?

No. DISH generally refers to a state Directorate of Industrial Safety and Health. Regulatory inspections, directions and specific audit requirements depend on the applicable jurisdiction and legislation. An IS 14489 audit is conducted against the occupational health and safety audit code of practice and does not, by itself, replace a regulatory inspection.

Does an IS 14489 audit provide a safety certification?

An audit report documents the assessment and findings within the agreed scope. It should not be represented as a certification, statutory approval or guarantee of complete legal compliance unless a specific applicable scheme expressly provides for that outcome.
